For publishing employee photos in Active Directory you can use the following free utility:  Exclaimer Outlook Photos

Utility is very easy to use - it will automatically resize, make a proper crop, and upload a photo to a chosen employee in Active Directory.

Adding photos to Active Directory does not require you to assing people administrative rights in Active Directory.

A a read/write delegation on the ThumbnailPhoto attribute in Active Directory is sufficient.

This means this task can be easily delegated to non-technical personnel like for example Human Resource employees.

How do I delegate control of the thumbnail photo field?

Step by step instructions can be found here:

To get a list of employees who do not have a photo in Active Directory you can use the following Powershell command on an Exchange Server.

Get-Mailbox –Server <YOUR_SERVER_NAMEHERE>| Where {$_.HasPicture -eq $False} | Sort-Object Name

In case that users are not able to see employee pictures in Outlook you might need to turn on this functionality.
