PROBLEM
Microsoft Forefront Managed control service will not start.

In the TMG console under Monitoring/Alerts the following error is displayed:
Service Initialization Failure
Description: 
The Microsoft Forefront TMG Managed Control Service failed to initialize. Previous event log entries might help determine the proper action.

When this service is stopped the TMG will also be unable to retrieve e-mail policy updates.

In the System Event log the following error are reported:

Description:
The Forefront TMG Managed Control service failed to initialize. Error information: Value does not fall within the expected range.


CAUSE
TMG has problem with processing the IP block list from Exchange server 

SOLUTION
Right click the Exchange PowerShell and select Run As Administrator. Execute the following command:
Get-IPBlockListEntry | Remove-IPBlockListEntry

Go to TMG management console under Monitoring/Services and start the Microsoft ForeFront Managed Control Service.

After service starts successfully, you will also be able to get  e-mail security updates.
In the TMG management console go to Update Center, right click E-mail antivirus, and select Check for and install new definitions command.
